YEREVAN, June 26. /ARКА/. The EAEU is working on creating a digital platform to develop a single public procurement market, said Armenian Deputy Finance Minister Avag Avanesyan on the sidelines of a business forum dedicated to the 20th anniversary of the Eurasian Development Bank (EDB).

"Within the EAEU, we are working with the Eurasian Economic Commission on creating a digital platform," Avanesyan said, responding to a question about the current status of the single public procurement market.

He noted that although the system should provide Armenian companies with access to all markets, in practice, restrictions remain.

"For example, we unilaterally granted such access to everyone. However, unfortunately, there are certain rules that limit the participation of Armenian companies, and not only Armenian ones, in various public procurement markets," the deputy minister noted. Avanesyan explained that the platform being created could be similar to the European model: it's not a single website through which all work will be conducted, but a system that aggregates announcements from various platforms and allows organizations to participate in procurement.

He emphasized that the key condition is the trust of all EAEU countries in this platform.

"The most important thing here is that it doesn't depend solely on us. Each country must trust this platform, and information must be transmitted through this single, reliable system," he said.

According to Avanesyan, the existence of such a platform is the main way to develop public procurement in the EAEU as a unified space. This also includes the mutual recognition of electronic signatures and bank guarantees.

The deputy minister noted that Armenia already unilaterally recognizes such mechanisms, based on the principle of ensuring access to the markets on which the EAEU was founded. "However, unfortunately, technical reasons remain, such as why one country, for one reason or another, does not accept the digital signature of another.

This remains a limitation for now, but my colleagues are working to eliminate it," Avanesyan said.

In response to a question about the consequences of Russia's restrictions on Armenian exports, he said that the issue is not within his purview.
