Armenia to digitalize transactions involving the purchase, sale and donation of vehicles - MIA

YEREVAN, May 8. /ARКА/. The Armenian Ministry of Internal Affairs proposes to digitalize the processes of purchase, sale and donation of vehicles involving the change of ownership, said Minister Arpine Sargsyan at a government meeting on Thursday.
“If previously citizens were forced to personally visit various specialized institutions to formalize such transactions, now, according to the new initiative, the entire process will be implemented through a digital platform,” the minister noted.
According to her, in the case of the purchase and sale of a vehicle, the seller selects the relevant vehicle on the platform and indicates the price. After that, the system automatically generates a draft contract and checks whether the vehicle is wanted, whether there are registered co-owners (if any, their consent to the transaction will be required).
“Then the contract is signed with the seller’s electronic signature and saved in the system. After that, an offer is automatically sent to the buyer. If he agrees, he also signs the contract, and the deal is considered concluded,” Sargsyan explained.
The minister added that digital solutions are almost ready, and the launch of the new system is scheduled for September 1, 2025. From that moment on, citizens will be able to carry out all necessary actions exclusively online.
“The platform will allow transactions to be completed even on non-working days and hours,” she emphasized.
Sargsyan also reported on other regulations: in the case of purchasing a vehicle on credit, the financial institution will have to register the right of pledge with the Ministry of Internal Affairs. This process will also be carried out through the platform.
“We simply receive an application from a financial institution to register the right of pledge in our Cadastre. If a vehicle is transferred to a citizen under a leasing agreement, the right to leasing will also be registered on the platform without the need to visit government agencies,” the minister noted.
