Random Systems International Limited, a company registered in Malta, will become the operator regulating gambling activities in Armenia.
YEREVAN, August 6. /ARКА/. Random Systems International Limited, a company registered in Malta, will become the operator regulating gambling activities in Armenia. The Armenian government made the corresponding decision at a meeting on Thursday.
According to Eduard Hakobyan, Acting Chairman of the State Revenue Committee of Armenia, amendments to the gambling regulation legislation adopted in 2024 provided for the introduction of new digital control tools and the development of cooperation between the state and private sector.
"Subsequently, relevant decisions were made, which served as the basis for announcing an open tender. Three foreign organizations submitted bids. Random Systems International Limited, which has relevant experience and performs similar functions in neighboring Georgia, was declared the winner, acting as the operator regulating gambling activities," Hakobyan said.
According to him, a modern digital regulation and control system is planned to be created in collaboration with a private partner.
"Specifically, it is planned to ensure real-time monitoring of gaming bets, establish and enforce restrictions on gaming for vulnerable groups of citizens, state and municipal employees in the digital environment, and implement fair and responsible gaming rules," Hakobyan noted.
He stated that the agreement with the operator will be for a period of 15 years. After the decision comes into effect, the company must fully implement the electronic governance system within six months.
"The system will be fully implemented beginning in 2027. After the operator begins operations next year, a new income tax on winnings will also be introduced at 5%, and for large winnings, 10%," Hakobyan said.
