Armenia to Implement Electronic Queue System for Trucks at Border Checkpoints

The Armenian government has approved amendments providing for the introduction of an electronic queuing system for trucks crossing the state border, as well as the creation of accumulation parking areas near border crossings.
YEREVAN, July 23. /ARKA/. The Armenian government has approved amendments providing for the introduction of an electronic queuing system for trucks crossing the state border, as well as the creation of accumulation parking areas near border crossings.
As State Revenue Committee (SRC) Chairman Eduard Hakobyan stated at a government meeting, the reform is aimed at stimulating exports and simplifying export procedures.
"The project creates a legal basis for a queue management system and the organization of accumulation parking areas. This is a public offer to the private sector to create infrastructure near customs points for parking and servicing trucks engaged in export activities," Hakobyan said.
According to him, the system will expedite the passage of goods through border crossings by requiring advance registration, collecting information about vehicles, and preventing queues from forming directly at the border.
According to the draft, accumulation parking areas must be located no further than 20 km from the checkpoint, have an area of at least 3,000 square meters, asphalt or concrete pavement, road markings, an electronic accounting system, and video surveillance.
The queue management system will be overseen by the State Revenue Committee. Carriers will be able to monitor checkpoint occupancy and the cost of services at each accumulation parking area through a dedicated online portal.
The maximum parking fee will be 5,000 drams (almost $14). Any private investor can create such infrastructure, provided they meet the established requirements.
Trucks transporting perishable goods, cargo under special customs procedures, including those intended for international events, diplomatic and certain humanitarian cargo, and vehicles of authorized economic operators will be given priority at the border.
