YEREVAN, July 16. /ARKA/. Armenia is proposing to require telecom operators to provide subscribers with detailed billing of services rendered for at least one year.

The Public Services Regulatory Commission of Armenia has posted a draft of the corresponding decision on the Unified Portal for the Publication of Draft Legal Acts for public comment.

If adopted, the new regulation will come into force on December 1, 2026. The document provides for the provision to subscribers, upon written or electronic request, of information on incoming and outgoing calls, SMS, internet traffic used, international roaming, and third-party billed services.
The billing must include phone numbers, dates and times of calls and messages, call durations, service costs, internet session data, as well as country and roaming operator information, if available.

Subscribers will be able to receive call details in paper and/or electronic form. Providing data via email, through the operator's official website, or via a mobile app will be free of charge.

Operators will also be able to provide information about non-tariffed services. If such information is not provided, the operator will be required to provide prior notice on its website.

During the transition period—from December 1, 2026, to November 1, 2027—information about internet sessions and third-party services will only be available for the period after the new procedure comes into force.

At the same time, it is proposed to repeal the decision regulating the provision of call and SMS detail records, which has been in effect since 2017.
