Armenian government approves strategic program for development of high-tech sector worth almost 100 million drams

On Thursday, at a regular meeting, the Armenian government approved a strategic program for the development of the high-tech sector, the implementation of which will cost almost 100 million drams.

YEREVAN, May 22. /ARКА/. On Thursday, at a regular meeting, the Armenian government approved a strategic program for the development of the high-tech sector, the implementation of which will cost almost 100 million drams.
The rationale for the draft decision notes that the development of the program, implemented by the Armenian Ministry of High-Tech Industry, was launched in 2024 within the framework of the USAID-funded Economic Foundations for a Sustainable Armenia program.
Ameria CJSC was selected as the developer of the program in cooperation with the Fraunhofer Institute for System and Innovation Research (Fraunhofer ISI), the Enterprise Incubator Foundation and Modex. The total cost of the contract was 93 million 800 thousand drams, and the deadline for completing the work was set until July 30, 2025.
Since USAID terminated the Economic Foundations for a Resilient Armenia program on February 26, 2025, the subcontract between CNFA and Ameria CJSC was also terminated.
Before the subcontract was terminated, the consulting company completed the first stage of work, for which payment in the amount of 9 million 380 thousand drams stipulated by the subcontract was made within the framework of the program.
The program development process was envisaged in 6 stages - defining the high-tech sector taking into account internationally recognized definitions and the specific features of Armenia (stage completed), preparing a draft analytical report on the development of a national strategic program in the high-tech sector, preparing the final version of the analytical report, defining a long-term vision and strategic goals for the development of the high-tech sector taking into account the selected technological areas that contribute to the development of Armenia's economic potential, developing an effective framework for the strategic program, including an action plan that will cover strategic initiatives, events and programs, implementation deadlines, funding sources, responsible bodies and a system for assessing results with measurable indicators, developing a draft strategic program.
The government decided that given the importance and priority of developing the program, it is advisable to continue cooperation with Ameria CJSC (in partnership with Fraunhofer ISI, the Enterprise Incubator Foundation and Modex), ensuring, in particular, the continuity of work on stages 2-6 at the expense of the state budget, which will allow for an immediate resumption of the strategy development process, avoiding loss of time and interruption of the process.
The project provides for the implementation of the remaining 5 stages of the program (for a total of 84.42 million drams) in accordance with the schedule, according to which 4 stages (for 65.66 million drams) will be implemented in 2025, and the final stage (for 18.75 million drams) is planned to be completed in the first quarter of 2026.
