YEREVAN, June 17. /ARKA/. Armenia's Central Bank and the government have jointly developed a digital transformation plan of actions, which was presented today to the Silicon Mountains 2022 international technology summit in Yerevan by Deputy Chairman of the Central Bank Nerses Yeritsyan.

According to him, open and quality data is an asset of key importance for national wealth, which implies creation of a developed and secure environment for transformation of the country's digital society and economy.

He said the implementation of the plan of actions will enhance the potential of citizens to improve their quality of life, help enterprises become more competitive, ensure effective management of public institutions, etc.

The plan includes 9 goals, such as

- fast and stable Internet available to all citizens;

- more than one million registered citizens;

- functional/ capable and accessible databases;

- a "one time only" data provision rule;

- a system of monitoring indicators;

- validation of issues by independent monitors;

- accessibility of open databases and secure transactions;

- a portal of functional and implemented services built around the interests of users;

- payments in one or more clicks;

- realistic and justifiable cost-saving strategies.

Yeritsyan noted that digital transformation should be based on the principle of ecosystem. According to him, the digitalization process has not yet led to the transformation of society, economy and government: its goal is to achieve an inclusive and secure digital transformation through data and digital solutions.
The transition from e-government to e-economy is also envisaged. This should solve the development problems and everyday issues of people.

"The persistent writing of strategies while ignoring opportunities has led to a development trap, significant threats have accumulated," he said.

"Armenia has great opportunities for creating technologies, but the lack of organizational, political and legal structures hinders the realization of the full potential," Yeritsyan said.

He also presented the main activities needed to implement the proposal in the next 2 years, among them:

- management of digital reforms;

- data management and interoperability;

- electronic identification;

- Information and cybersecurity;

- availability of fast broadband Internet;

- programs to build digital literacy and capabilities;

- mechanisms and tools to facilitate and finance electronic commerce and services.  --0--
