Armenia Extends VAT Exemption for Electric Vehicles for Another Year

At an extraordinary session on Wednesday, the National Assembly of Armenia adopted amendments to the Tax Code in the second and final reading, extending the VAT exemption on the import of electric vehicles for another year.
YEREVAN, December 17. /ARКА/. At an extraordinary session on Wednesday, the National Assembly of Armenia adopted amendments to the Tax Code in the second and final reading, extending the VAT exemption on the import of electric vehicles for another year.
As stated by Economy Minister Gevorg Papoyan, the exemption will apply to individuals and legal entities (dealers) and will be applied starting in 2026 to electric vehicles manufactured between 2024 and 2026.
"In 2022-2024, not only the VAT exemption but also a customs duty exemption quota was in effect in Armenia. "In 2022, 7,000 electric vehicles were imported, followed by 8,000 units in 2023-2025, and 9,635 units in 2023, representing a 75% increase compared to 2022. Furthermore, in 2024, 11,793 units were imported, representing a 22% increase compared to 2023. Thus, in 2024, compared to 2019, the import of electric vehicles to Armenia increased by 17.6 times," the minister reported.
Papoyan noted that from the beginning of 2025 through November 19, nearly 19,000 electric vehicles (including 16,381 cars, 7 buses, and 2,479 motorcycles or mopeds) were imported to Armenia. "The adoption of the bill will create favorable conditions for stimulating the acquisition and operation of electric vehicles, as well as achieving green economy goals," Papoyan said.
The minister also recalled the "Green and Sustainable Economy" strategic program adopted this year, which aims to achieve 100,000 electric vehicles in the country by 2030.
